The Republican-controlled House narrowly approved a measure allowing the bill to go forward as lawmakers struggle to meet a Friday night deadline to fund the government or face a federal shutdown.

"So, if we take something for the military, they want something for, in many cases, things that are really a wasted sum of money".

The $1.3 trillion omnibus legislation passed both chambers of Congress after lengthy negotiations between leaders of both parties. Lawmakers have left town on a two-week recess, some of them on overseas trips and with no plans to return to Washington DC.

Trump also asked Congress to eliminate the Senate filibuster rule and to provide him with line-item veto authority for government spending bills.

Backers of the CLOUD Act, which would change the way the federal government deals with foreign law enforcement requests for user information held by USA tech companies, are excited that Congress has attached the bill to this week's must-pass spending bill.

The White House on Thursday said Trump would support the bill, despite opposition from conservatives over some of the provisions included in the legislation, like a lack of full funding for Trump's wall.

Trump said spending cuts over the course of the Obama administration jeopardized America's military readiness, but he sees his highest duty being to "keep America safe".
