The bodies of the mothers, both 38, were discovered inside their overturned SUV near a remote stretch of Highway 1 in Northern California on March 26.

Dana Dekalb, the couple's neighbor, said she called Child Protective Services shortly before the family's crash because she suspected Jennifer and Sara Hart of neglect and mistreatment.

Bruce and Dana DeKalb, next-door neighbors of the Harts, said they called child protective services because 15-year-old Devonte had been coming over to their house nearly every day for a week, asking for food. But Sheriff Tom Allman said there is "every indication" all 6 children were inside the SUV at the time.

"The search for the additional three children belonging to the family continues both at the scene, through water rescue and recovery, and other locations including routes of travel", the release states.

Greg Baarts, acting assistant chief of the California Highway Patrol's northern division, said data from the incident showed that the vehicle appeared to have stopped approximately 70 feet away from the cliff, before it accelerated forward and plunged over the edge, reported The Washington Post.

"It was pure acceleration from last break application until it hit the bottom of the ocean - the edge of the ocean", said Greg Baarts with CHP.

"It was documented at the time of the crash, the vehicle was "pinned" or was traveling at '90 miles per hour.' However, that information is not conclusive or factual".

A state caseworker went to the Harts' house in Woodland, Washington, on March 23 but didn't find anyone home, officials said.

In the affidavit requesting the search warrant, a Clark County, Washington, sheriff's deputy says he is seeking evidence that will shed light on what happened to the family.

The case followed the 2011 conviction of Sarah Hart for misdemeanor domestic assault of her daughter Abigail in Minnesota, court documents show. She was sentenced to community service and one year of probation.

The child had told an elementary school teacher of pain in her stomach and back, which was discovered to be caused by bruises. She also said her mom wouldn't give them lunch when they were grounded. "It's really hard to imagine", she said.

Late last week, investigators searched Sarah and Jennifer Hart's home in Woodland, Washington, where they had recently moved with their six adopted children. "And then Devonte telling us he's being starved to death".

The Hart family gained attention in 2014 after one of the children, Devonte, was photographed crying in the arms of a white police officer at a protest after the fatal police shooting of an unarmed black teenager in Ferguson, Missouri.

After news of the crash, the Dekalbs got a phone call from someone who said he knew the Harts from Minnesota.The friend told the Dekalbs he thought they had unfairly targeted the Harts, perhaps out of bigotry. The department said it had no history with the Hart family.

Another neighbor, Bill Groener, said the children were home-schooled and kept inside most of the time. "It was not easy, and they had their lows", the friend wrote.

Known as the Hart Tribe, the multiracial family of two married women - Sarah and Jennifer Hart - and six adopted children often took spontaneous road trips to camp and hike and traveled to festivals and other events, offering hugs and promoting unity.
