Zuckerberg said on Wednesday under questioning by U.S. Representative Ben Luján that, for security reasons, Facebook also collects "data of people who have not signed up for Facebook". On April 6, the groups filed a complaint with the Federal Trade Commission saying that the expansion violated a 2011 agreement prohibiting Facebook from deceptive privacy practices. If Facebook did, it could be fined $40,000 per infraction.

In an official blog post, published on 16 April, Facebook throws light on the goal and nature of data it is collecting from third party websites and apps which are using their various engagement tools. He brushed off suggestions that Facebook has built a monopoly but didn't identify the company's competitors.

Many websites and apps use Facebook services to make their content and ads more engaging and relevant.

Zuckerberg emphasised that Facebook will always offer a free version of its network. According to the documents, Facebook can even predict future behavior, which allows advertisers to target people on the basis of decisions they haven't even made yet. That strategy generated $40 billion in ad revenue for Facebook last year, helping to make it one of the world's most valuable companies just 14 years after Zuckerberg started the business in his Harvard dorm room.

Besides politicians, privacy advocates are also concerned over Zuckerberg's comments.
