She said unless there was a "meaningful vote" Parliament would be left with "the grim choice between a poor deal and exit with no deal at all".

May says the changes would weaken the government's negotiating position, and the government will try to alter or reverse them in the House of Commons on Tuesday and Wednesday. Brexit supporters will be watching closely to see what concessions the government finally offers to the rebels.

Pro-EU lawmakers, however, welcomed it as a signal that the government was moving towards ruling out a hardline "no deal" Brexit.

Lawmakers backed a government plan, ending a rebellion that would have challenged May's authority at a time when she is increasingly under pressure to move ahead with all-but stalled Brexit talks in Brussels by offering a more detailed plan. It also hit a two-day high versus the euro of 87.78 pence.

Brexit Secretary David Davis has warned Conservative Party rebels that proposals to give Parliament the power to direct negotiations with the European Union are simply a tactic to overturn the results of the 2016 referendum that mandated Britain's departure from the bloc.

Ministers defeated a move to give MPs the decisive say on what happens over Brexit if they do not agree with the final deal negotiated by the United Kingdom government.

The Government made a series of late concessions to backbench MPs who were minded to rebel behind closed doors, meaning the true nature of what has been agreed is not yet clear.

"It claims that it's to prevent no deal or a bad deal and give Parliament a meaningful vote and a say on that".

Remainer Stephen Hammond said a group of potential rebels - believed to number 15-20 - received assurances from the PM moments before the key vote.

Speaking to reporters outside the meeting, Solicitor General Robert Buckland confirmed the Government was in discussions with rebels about establishing a fresh amendment committing to seek a customs arrangement - not a union - with the EU.

"I'm quite satisfied that we are going to get a meaningful vote on both "deal" and "no deal"," Grieve told Sky News.

U.K. Prime Minister Theresa May is in a frantic search for the ideal compromise.

"The government can not demonstrate the flexibility necessary for a successful deal if its hands are tied midway through that process", he said.

"This needs to be resolved", Andrew Bridgen, a pro-Brexit Conservative lawmaker, told Reuters.

But her parliamentary problems will not stop there.

Details of precisely what this will involve could emerge in the coming days when the EU Withdrawal bill is due to return to the House of Lords.

There is little May can do.

Fellow MP Antoinette Sandbach rejected suggestions by leading Brexiteers in her party that this would tie the prime minister's hands in negotiations.

Often she simply puts off votes that could end in embarrassing defeats.

Mrs May is coming under increasing pressure from European Union negotiators to come up with detailed positions not only on customs, but also on future trade relations and governance.

Conservative lawmaker Phillip Lee, who voted in Britain's 2016 referendum to remain in the European Union, resigned as a justice minister so he could vote against the government on a measure that would give Parliament more power over the terms of the break.

Following the vote, shadow Brexit secretary Sir Keir Starmer said: "Facing the prospect of a humiliating defeat Theresa May has been forced to enter negotiations with her backbenchers and offer a so-called concession".
