Caldwell's condition deteriorated after customs officers in London confiscated cannabis oil used for his treatment on Monday, as the boy and his mother were returning home from Canada.
She said Billy suffered two severe seizures overnight and that the cannabis oil is the only substance that can prevent life-threatening seizures for him.
Billy will get the medication sometime after 2pm today. Keen to get back to her son's bedside, she said: "I am full of hope - this is my little boy's anti-epilepsy medication".
He said his decision was based on advice from senior doctors who say that Caldwell, who was hospitalized overnight in London, faces a medical emergency.
She added: "The Home Office, myself and my team have been working extremely hard throughout the night to make this happen, which is truly awesome, but there can only be one conclusion here: that my attractive sweet little boy, who has a life-threatening form of epilepsy and one seizure can kill him, he needs his medicine back today".
Javid said the government's immediate priority was to make sure the boy received "the most effective treatment possible in a safe way".
She said earlier that the denial of the medicine by British officials was "beyond cruelty".
"The Policing Minister met with the family on Monday and has been working to reach an urgent solution".

'Despite the best and honest efforts of the NHS, frontline doctors are fighting Billy's condition with both hands tied behind their back because the only medication that will be effective is the cannabis oil (with a banned component)'.
But the boy's doctor was told by Home Office drug enforcement teams to stop prescribing the medication, which Ms Caldwell credits with keeping her son's seizures at bay.
Now the medication had been released by the Home Office and is on its way to the hospital where the youngster is being treated.
