Trump and other administration officials, including Department of Homeland Security Secretary Kirstjen Nielsen, defended the policy up to the last minute, insisting that they enacted it in part because of a 2015 court order that cited a 1997 settlement known as the Flores agreement that says children can not be held in long-term detention, even with their parents.

Immigrant advocates across Southern California and the nation said the president's order has the effect of jailing families together while offering no plan on how those already separated will be reunited.

Ms Nielsen is understood to be going to the White House to discuss the border problems with Mr Trump's team. In that sense it is a huge defeat for Trump, not least because of the deep Republican divisions over the shape of any immigration bill. The tweet, they suggested, signaled to wavering House Republicans that the bills up for a vote are not going to make it into law - and therefore there is little incentive for lawmakers to risk a conservative backlash by voting for a more moderate alternative that has been negotiated among Republicans over the past month.

They will have been orphaned not by parents seeking to give them a safer life, but by Trump, Stephen Miller, Jeff Sessions, John Kelly and Kirstjen Nielsen. He and other officials had repeatedly said they had no choice but to separate families stopped at the border because of the law and a court decision.

The exact contents of the executive order have not yet been revealed, but will keep families who have traveled over the border illegally, Bloomberg reported.

The centre is operated under a federal contract that places unaccompanied migrant children in short-term foster care.

The action, according to people familiar with it, wouldnt end the zero tolerance policy, but would aim to keep families together.
