However on the same morning that the agreement was reached, news reports out of Libya said that up to 100 migrants were feared dead after their boat capsized off the coast of Tripoli, prompting NGOs and human rights activists to condemn the decision which comes at a time when migrant crossings from Libya have returned to pre-2015 levels.

The coastguard picked up 14 survivors from the boat just east of the capital, Tripoli, the official said.Separately, the coastguard said it had intercepted 200 migrants from two other migrant boats east of Tripoli.

The vessels, which rescue migrants trying to cross the Mediterranean from North Africa to Europe, have become the target of intense debate in Europe.

From these camps the migrants will be distributed also to those European Union countries that are willing voluntarily to accept them.

"I saw people die: babies, children, women, men", Kobrem said.

"They do this fully aware of the extreme violence and abuses that refugees and migrants suffer in Libya".
