Palestinian Authority President Mahmoud Abbas said on Sunday that he will continue to pay stipends to convicted terrorists and their families in defiance of a bill passed by Israel last week that would offset payments to the Palestinian Authority as a deterrence from what it calls "terror payments".

Israel has repeatedly demanded that the Palestinians, who view prisoners as national heroes, stop paying stipends to them and their families, saying they are a reward and encouragement for the prisoners' actions against it.

Also on Friday, a Palestinian man, 22, was killed and dozens injured by Israeli troops as Palestinian protesters demonstrated on the border with Israel near Gaza City, the Palestinian Maan news agency reported.

Since the Oslo agreement, Israel is responsible for a large part of Palestinian tax collection, notably duties for goods imported and exported from Palestinian territories.

On July 2 the Israeli parliament voted 120-87 to withhold approximately US$330 million in annual tax revenues - the amount that would typically go toward this stipend during the 2018 fiscal year.

Ladraa was barred by Israeli police from entering Palestine earlier in the day.

"We are watching and are waiting and we will take the appropriate measures that suit our interest", Abbas said in a follow-up statement on Sunday.

Some 35,000 political prisoners, martyrs and their families receive this stipend.

Most of these jailed Palestinians who benefit from the payment are tried through Israeli military courts, which has a almost 100 percent conviction rate of Palestinians.
