Ali Akbar Velayati, Iran's Supreme Leader Ayatollah Ali Khamenei's top adviser on global affairs, smiles as he listens to questions from the media during a news conference after meeting with Lebanon's Prime Minister Tammam Salam at the government palace in Beirut May 18, 2015.

Velayati told Iranian state television from Moscow that Khamenei "values improving ties with Russian Federation as a strategic partner" and that Moscow was "prepared to invest in Iran's oil sector".

Velayati further quoted Putin as saying that "we don't accept the sanctions imposed by the United States and others against Iran".

Meanwhile Iranian news agency IRNA reported that during their meeting on Thursday, Velayati handed Putin two letters, one from Khamenei and the other from Iranian president Hassan Rouhani, without elaborating on their contents.

The United States and Israel want Iran to pull out from Syria, but Russian Federation has warned it would be unrealistic to expect Iran to fully withdraw from the country. "Only a strategic and long-term relationship (with Russia) can continue this cooperation", said Velayati, who was also due to meet Russian Energy Minister Alexander Novak in Moscow.

On his visit to Russia, Velayati said, "The current situation is very sensitive as the world is under the influence of a sinning person under the title of the president of America, therefore, such cooperation becomes more and more necessary, which is why I am being honored to carry the messages of the Supreme Leader and the president".

The Kremlin also said in a statement that Putin and Velayati exchanged views on bilateral Tehran-Moscow relations and the developments in the Middle East, including the Syria crisis.

According to a statement by the Foreign Ministry, he will also elaborate on Tehran's stance on the United States withdrawal from the 2015 nuclear deal.

But European firms are reluctant to risk far-reaching USA financial penalties they would face for doing business in Iran.

"Therefore, his presence or absence in Russian Federation has no effect on our strategic mission", he added.

US President Donald Trump announced on May 8 that Washington was walking away from the nuclear agreement, signed between Iran and the five permanent members of the United Nations Security Council - the United States, Britain, France, China and Russian Federation - plus Germany.

Lebanon's Shia Hezbollah group is accused of carrying out the bombing of the Jewish centre and of an attack on Israel's embassy in Buenos Aires two years earlier at Iran's demand.
