Trump claimed victory after bitterly criticizing key allies, notably Germany, for failing to pay their way at one of the most fractious summits in Nato's 70-year history.

In a taut exchange with NATO Secretary-General Jens Stoltenberg on Wednesday, Trump said Nord Stream 2 - an offshore pipeline that would deliver gas to Germany directly from Russian Federation via the Baltic Sea - leaves the Western military alliance's largest and wealthiest European member "totally controlled" by and "captive to" Russian Federation.

EU President Donald Tusk stepped up to the fight with his own salvo against Trump on Tuesday, telling him to "appreciate your allies" and reminding him Washington that Europe had come to its aid following the 9/11 attacks.

The US President caused drama at the NATO Summit as he insisted member countries cough up, convinced the States contributes too much money to the North Atlantic Treaty Organisation.

"I think it is a frightful thing that Germany is doing", he said, referring to the Nord Stream 2 pipeline project.

He added the USA criticism of the planned Nord Stream 2 pipeline was rooted in Washington's desire to encourage European Union nations to buy more expensive liquefied gas from the U.S.

"So we have a commitment to spend two percent".

With allies fearing he could strike some sort of deal with Nato's key adversary, Trump said that he saw Putin as a "competitor" but not an "enemy". "It reaffirms a commitment to 2% in 2024".

"Trump has no alternative vision for organizing the world - he is wholly in destruction mode", said Steil, author of a new book on the Marshall Plan. And the president's declaration was also directly contradicted by one of his closest personal allies, French President Emanuel Macron.

Under fire for his warm embrace of Russia's Vladimir Putin, Trump on Wednesday also turned a harsh spotlight on Germany's own ties to Russian Federation, alleging that a natural gas pipeline venture with Moscow has left Angela Merkel's government "totally controlled" and "captive" to Russian Federation.

Merkel's predecessor, Gerhard Schroeder, a longtime friend of Putin, has championed the Nord Stream enterprise since just before being voted out of office in 2005.

But by Thursday, leaders from France, Germany and Italy offered no support for Trump's claim that he had wrung new concessions out of the alliance on their military spending.

As well as Merkel, Spanish Prime Minister Pedro Sanchez and Charles Michel, the prime minister of Belgium, were also singled out by Trump for undershooting on their spending targets when USA taxpayers, funding a defence budget worth about 3.6 percent of their national income, foot much of NATO's bills.

On spending, he said "we are stepping up as never before, allowing United States spending to go down", and there was a "new sense of urgency due to president Trump's strong leadership on defence spending".

Mr. Trump has also been harshly critical of German Chanceller Angela Merkel, tweeting in June that "the people of Germany are turning against their leadership as migration is rocking the already tenuous Berlin coalition".

The 4 per cent demand was met with "total stunned silence and then utter panic", the Times reported.

"And frankly, maybe everybody is going to have a good relationship with Russian Federation, so there will be a lot less problem with the pipeline", Trump said.
