The publication of the document comes one day after Prime Minister Theresa May and her Spanish counterpart Pedro Sanchez agreed to continue "constructive dialogue" for the benefit of communities on both sides of the border.

The plan falls short of the current "passporting" rights that enable the country's financial services industry to trade freely with the EU.

Britain wants a new treaty allowing it to continue using EU internal security measures such as the European Arrest Warrant and to participate in agencies such as Europol.

They must decide how far to accept the UK's demands for bespoke access to the EU's markets in areas like financial services.

Director and chief executive Liz Cameron said: "We welcome the detail provided on the UK Government's approach to mobility, including the statement of intent to operate a UK-EU Youth Mobility Scheme and visa-free travel for tourism and short-term business activity". It also proposes new bodies to help interpret rules and regulations and to resolve disputes, but Britain will still pay due regard to the European Court of Justice.

That is seen by the Brexiters as - in the spiky characterisation of Jacob Rees-Mogg - "the greatest vassalage since King John paid homage to Phillip ll at Le Goulet in 1200".

In a long-awaited white paper policy document, her government said its negotiating position had evolved.
