Naga city Mayor Kristine Vanessa Chiong said at least 64 people remained missing.

A firm with quarrying rights in Naga City, Cebu where a deadly landslide struck earlier this week said Saturday it would suspend operations for the meantime in compliance with government orders. "They are covered in shallow earth, we need a backhoe", Parba said.

Typhoon Mangkhut did not directly hit Cebu province but led to stronger monsoon rains, increasing the risk of landslides across the country.

Cristita Villarba, a 53-year-old resident, described how she had heard a roar and then felt the ground shake. "We're striking a balance between intensifying our rescue efforts and ensuring the safety of our rescuers", Naga city Councilor Carmelino Cruz said by phone.

It's not clear what set off the landslide, but some residents blamed limestone quarries, which they suspect may have damaged and caused cracks in the mountainside facing their villages. Authorities are not sure whether the limestone quarry near the slide-hit area contributed to the disaster, but they have ordered a temporary 15-day halt to quarry operations around the country as a precaution. It is lashed by about 20 tropical storms each year and has active seismic faults where earthquakes and volcanic eruptions occur. Poverty has forced many to live on or near volcanoes, steep mountains and storm-vulnerable coasts, often leading to disasters.
