GAY students and teachers could be rejected by religious schools under changes to anti-discrimination laws being recommended by a federal review into religious freedom.

"To the extent, however, that certain jurisdictions including the Commonwealth do allow this type of discrimination, the panel believes the exceptions should be limited by the requirement that the discrimination be in accordance with a published policy which is grounded in the religious doctrines of the school".

"Personally, I would be opposed to any new measures that impose forms of discrimination on the basis of gender or sexual orientation, or anything else for that matter", Mr Sharma, a former ambassador to Israel, said.

"It is existing law", he told reporters on the NSW Central Coast.

Today's events have indicated that more members of the media may have accessed report than members of the cabinet, and the government has been hit by a barrage of calls for the report to be released.

However, a long-awaited review of whether religious freedoms are adequately protected in Australia has recommended that exemptions for religious schools be trimmed.

Gay teachers and students are under threat from a proposed law change.

Recently when the senate passed a motion demanding the report be released, Senator Mathias Cormann said it could not be made public because it was now being considered by cabinet. But anti-marriage advocates insisted the rights of those with strong religious convictions were being trampled on with the much quoted example of a baker who could be compelled to produce a wedding cake for a gay couple.

It also did not accept that businesses should be allowed to refuse services on religious grounds, warning that this could "encroach on other human rights".

Senate candidate for the Australian Conservatives and former Australian Christian Lobby head Lyle Shelton said the review was about religious communities being allowed to preserve their ethos. The Yes (to same-sex marriage) Campaign said redefining marriage would have "no consequences" for other peoples' beliefs.

Alex Greenwich, an MP from Sydney and a gay rights activist, said he was concerned about the divisiveness of the report.

"The exemption that allows schools to make employment and student admission decisions in a way consistent with the tenets of their religion already exists for religious schools", he said.

"Schools should be places of learning, not breeding grounds of prejudice".
