"The US will also continue working with the coalition and Yemen to minimize civilian casualties and expand urgent humanitarian efforts throughout the country", he said in a statement.

There has been an global outcry over Saudi actions in Yemen, particularly after a series of high-profile coalition strikes that have killed scores of civilians, many of them children.

"Recently the Kingdom and the coalition has increased its capability to independently conduct inflight refueling in Yemen", the SPA said.

The decision came after a request from the coalition members for a cessation of USA refueling as they have increased their own independent capabilities to refuel aircraft inflight, the coalition said.

US Secretary of Defense Jim Mattis confirmed the decision was made in consultation with the US government.

In August the defense secretary warned that United States support for the coalition was "not unconditional", noting it must do "everything humanly possible to avoid any innocent loss of life".

American officials earlier said Saudi forces now handled some 80 percent of their refueling operations, which crucially allow aircraft to fly longer sorties over possible targets and eases the pressure on quick strikes.

The Saudi-backed Yemeni President Abed Rabbo Mansour Hadi appointed a new defence minister to fill a role that had been empty for several years, naming Mohammed al-Maqdishi for the post, according to the state SABA news agency late Wednesday.

On Wednesday, pro-government forces said they had made further advances on Hodeidah after fierce battles that have killed almost 200 fighters in the past week.

Their chief has vowed his troops would never surrender despite being vastly outnumbered, shelled government positions in the south of the Red Sea city, loyalist officials said.

The Iran-backed rebels said their fighters had cut off government supply routes in four sectors of Hodeida province, although there was no confirmation from the loyalist side.

David Miliband, who is a former British foreign secretary and member of parliament, said while the journalist's death was tragic, global focus on Khashoggi's murder should be switched to actions of Saudi Arabia in Yemen, where millions of lives are affected.

The World Health Organization estimates almost 10,000 people have been killed in Yemen's war since 2015, although rights groups say the toll could be five times higher. The death toll has not been updated in years, however, and is likely to be far higher.

The World Food Programme said on Thursday it planned to double food assistance for Yemen, aiming to reach up to 14 million people "to avert mass starvation". He told them cutting off support could jeopardize cooperation on counter-terrorism and reduce American influence with Saudi Arabia.
