Under this framework, NASA hopes to have its next rocket combination, the Space Launch System and Orion capsule, fly to the Moon by 2020 with crewed flights planned for 2023.

NASA Administrator Jim Bridenstine said Thursday that nine American companies will compete to carry experiments to the surface of the moon. Those involved with CLPS underlined the spirit of cooperation required for complex programs such as this one to be successful. The company will provide any number of contributions towards NASA's mission to the Moon. "At the end of the day the risk is high, but the return is also very high for a low investment". NASA had "never done anything that fast" before, Zurbuchen said.

"We want to establish and open architecture capability-of data, communications, avionics, docking-to go from the Earth to the moon over and over again so any individual who can attract the capital, or company, could access it", said Bridenstine.

President Trump has named sending American astronauts to the Moon as a goal for his administration.

The initiative is part of Space Policy Directive 1, a year-old change in national space policy calling for a US -led coalition of commercial and worldwide partners enabling human expansion across the solar system by first returning humans to the moon, which offers a closer and, therefore, lower-risk proving ground to Mars.

While there isn't much in NASA's plans beyond its current lunar gateway, the agency did say the missions would inform the development of technology to return humans to the lunar surface and on to Mars. NASA might also reinstate instruments from the canceled Resource Prospector lunar mining mission.

He noted that the only mission that may have been completed in this short time frame is Explorer One, the mission following Russia's launch of Sputnik. "The likeliness of succeeding - I'm skeptical that many will".

But he was cheered by the possibility that partnerships with the aerospace industry might make the Moon more accessible. NASA expects to be one of many patrons using the services. Carpooling to the Moon - perhaps with academics or another company - should reduce the cost, he said.

The CLPS announcement comes as NASA conducts safety reviews of two of its major private partners, SpaceX and Boeing.

Mr Musk's SpaceX is one of two firms contracted to build a shuttle that will fly United States astronauts to the International Space Station from American territory - something that was ended in 2011.

Following Musk's appearance on Joe Rogan's podcast - during which he smoked weed and drank whiskey while on the air and was captured on video doing so - a NASA executive met with the SpaceX CEO about his behavior. Neither company is among those selected for CLPS eligibility.
