Snowballs fell under the town's definition of "missiles". "Today's kids need a reason to play outside".
The rule was part of an old ordinance outlawing the throwing of missiles, such as stones, at property or people within the town.
Brooke Semmen Best said her son initially asked her to change the law for him.
Dane spent about two months researching the subject and spoke to town administrators, who suggested he come to the November meeting of the town council.
"He did a brief little introduction about who he was and why he was there, then he went through his PowerPoint presentation and presented evidence to the board", he said.
Best won the town board over with cold logic.
Minutes after the decision, Best and his little brother wasted no time enjoying their newfound freedom, going outside for an impromptu snowball fight and, in the process, tossing the first "legal" snowballs in Severance history.
Dane Best, who lives in the often snow-swept town just north of Windsor, presented his arguments at a town board meeting Monday night. According to the Tribune, Trustee Dennis "Zeke" Kane wondered, "Can we amend this ordinance to say that if you're over 60, no one can throw a snowball at you?"
Dane began writing letters with his classmates in support of overturning the ban and even circulated a petition.
"The children of Severance want the opportunity to have a snowball fight like the rest of the world", he said during his presentation on Monday.

'He's always been timid and bashful, so when he told me he was doing that, I said, "Good for you Daners,"' said his grandfather Rick Best. He then presented his case to the town council at their regular meeting.
Before Monday night, a town law prohibited throwing snowballs, as Mayor Don McLeod pointed out to CBS4's Dillon Thomas.

"He has a pet guinea pig and he keeps telling us he's breaking the law by having it", Brooke Best said.
