South Korea's Moon still hopes to host Kim this year

Trump added that at some point he will invite Kim to the United States. Both countries are non-permanent members of the UN Security Council, and the Netherlands also sits on the North Korea Sanctions committee.

"I think it will be absolutely imperative in this next summit that we come away with a plan for identifying all of the weapons in question, identifying all the development sites, allowing for inspections of the sites and the plan for dismantling nuclear weapons", Pence said in an interview with NBC. The former South Korean foreign minister said on Monday "this is the time" to achieve Pyongyang's denuclearization after almost a quarter century of unsuccessful efforts, adding that the North and the world should not lose this opportunity. In June, Trump and Kim opened up dialogue on denuclearisation of the Korean peninsula after months of trading military threats and pointed barbs.

However, Washington is taking a more cautious approach towards Pyongyang amid sparring over interpretation of a vaguely worded denuclearisation document signed at the Singapore summit.

Differences have emerged between Washington and Seoul on how to proceed with North Korea, as Moon has long favoured engagement with the North.

They agreed on the need for "maintaining vigorous enforcement of existing sanctions to ensure the DPRK understands that denuclearization is the only path", Sanders said, using the North's official name, the Democratic People's Republic of Korea.

On Nov. 7, the State Department announced that Secretary of State Mike Pompeo's meeting with Kim Yong Chol, vice chairman of the ruling Workers' Party of Korea Central Committee, which had been scheduled in NY for Nov. 8, would "take place at a later date".

Moon, who is hoping to host Kim soon on the first ever trip to Seoul by a North Korean leader as agreed earlier this year, said Trump had asked him to pass on a message.

But prospects of another meeting in coming weeks have dimmed as denuclearisation talks have stalled, prompting Moon to say that the planned visit's timing should not overshadow its historic nature.

Moon has also facilitated a series of high-level talks between the United States and North Korea, including a summit between Trump and Kim in June.
