The Navy sent a guided-missile destroyer into Russian-claimed waters in the Sea of Japan in what it called a "freedom of navigation" operation on Wednesday.

In a typical rah-rah fashion, the fleet's spokesperson, Lieutenant Rachel McMarr, claimed that the ship sailed there to "challenge Russia's excessive maritime claims".

Vladivostok, in Russia's far southeast, is home to the country's Pacific Fleet.

Under worldwide maritime law, a nation's territorial rights extend 12 miles from shore but Moscow claims the entire Peter the Great Bay as its own even though it stretches farther than that from parts of the Russian coast.

"These operations demonstrate the United States will fly, sail and operate wherever global law allows", McMarr said, according to CNN. "That is true in the Sea of Japan, as in other places around the globe".

The Navy official said the operation was not meant to single out Russian Federation, but is part of a comprehensive approach by the service to keep worldwide sea lanes open.

The Defense Department regularly conducts such "freedom of navigation" exercises, but it usually does so in the South China Sea in challenges to claims by China. Last week, the guided-missile cruiser USS Chancelorsville "sailed near the Paracel Islands to challenge excessive maritime claims and preserve access to the waterways as governed by global law". The last time the U.S. Navy sailed in the area was 1987, the same year the U.S. signed the Intermediate-Range Nuclear Forces (INF) Treaty with Russian Federation.

Wednesday's operation came amid reports that the United States was considering moving a Navy warship into the Black Sea in connection with last week's incident in the Kerch Strait.

The move was likely to anger Russian Federation, which headquarters its Pacific Fleet in the eastern port city of Vladivostok, located in Peter the Great Bay, the largest gulf in the Sea of Japan. A spokesman for Putin said in response that a hoped-for U.S. -Russia summit in Washington "is now out of the question".
