Declaring that healthcare is "a right, not a privilege reserved for those who can afford it", New York City's Democratic Mayor Bill de Blasio on Tuesday unveiled a plan that he said will guarantee comprehensive medical coverage to all 8.6 million city residents, including undocumented immigrants.

De Blasio said, as it is, people are using the emergency room as "default health care provider for so many people in this country".

"New York City will begin guaranteeing comprehensive health care to every single resident regardless of someone's ability to pay or immigration status, an unprecedented plan that will protect the more than half-a-million New Yorkers now using the ER as a primary provider", writes NBC New York.

The city's more than 600,000 uninsured residents, including its more than 300,000 undocumented residents, are included in this de Blasio guarantee. "In this city we are going to make that a reality", De Blasio repeated at a press conference on the expansion Tuesday morning. "Through our own public option and a new program called NYC Care, we'll ensure the first stop for people isn't the emergency room". No one should go without the health care they need.

"We recognize that obviously health care isn't just, in theory, a right; it's in practice a right". He said the city will make sure the process is "seamless". The plan will cost "at least $100 million annually at full scale", the press release noted. "But our people need healthcare right now".

Residents will be able to access the program via the city's website or calling the city of NY at 311. Yes it should. Let me just make that clear at the outset.

The mayor said all services would be affordable on a sliding scale for those who are able to pay a portion of the costs, while those who can not afford to pay will receive care for free. When you get people in front of a physician in a timely manner, when you avoid hospitalizations and intensive treatments, you cut out a staggering expense: Those savings are projected to help cover NYC Care.

De Blasio said the plan will offer public health insurance on a sliding price scale that is based on income.

"There's a smoothing that occurs when you take a group of people who are getting very expensive care much later than they should, and that is a huge burden on the healthcare system", he explained.

The city's hospital system has been under severe financial strain and running deficits for years.
