The New York mayor, Bill de Blasio, held a rally outside Trump Tower on Monday, seeking to highlight the looming penalties.

The Trump International Hotel and Tower faces the most fines and will receive an annual penalty of nearly $851,000 in 2030 if renovations are not made, the statement said.

Holding signs that read "Failed Mayor", "Trump 2020", and "Worst Mayor Ever", the pro-Trump hecklers traveled up and down the escalators behind the stage, booed, shouted "You suck!" and managed to raise enough of a ruckus to force the mayor to yell out his radical green talking points, while his supporters at times tried to answer the hecklers with their own chants and whistles.

Trump Tower faces a fine of $469,848 per year if no improvements are made, the mayor's office statement said. Clearly, they are uncomfortable with the truth, ' he said. After hitting the 40 percent mark in 2030, buildings will be required to cut emissions by 80 percent by 2050.

Upgrades to buildings in order to meet the new standards are expected to cost owners around $4 billion - a figure that has the city's powerful real estate lobby up in arms.

Speaking at a podium steps from the spot where Trump announced his own run in 2015, the Democrat said he had come to warn the president that Trump Organization buildings could face a combined $2.1 million in annual fines by 2030 if they don't comply with a new law requiring skyscraper owners to cut greenhouse gas emissions.

As de Blasio readies a possible campaign run, he repeatedly points to progressive policies enacted here in New York City that he argues could be a model for the rest of the country.
