The European song contest kicked off in the Israeli capital Tel Aviv on Tuesday amid the reported deployment of the country's Iron Dome anti-rocket systems.

Madonna is expected to rehearse her performance in front of live audience at Tel Aviv Expo - where the contest is taking place - before performing at the Grand Finale on Saturday. Australian contestant Kate Miller-Heidke is through to the finals.

The Palestinian political and militant faction Hamas, which has fought three wars with Israel since taking power in the Gaza Strip in 2007, did not comment about the incident.

"We know that at a certain stage there was an attempt, apparently by Hamas, to commandeer our digital broadcast", chief executive, Eldad Koblenz, told Israel's Army Radio.

Bookmakers on Eurovision World.com have predicted that the Netherlands will win the Eurovision Song Contest; whilst Malta now ranks 10 on the list.

Palestinians and their foreign supporters have called, so far fruitlessly, on countries to shun the Tel Aviv songfest as part of wider efforts to isolate Israel internationally. The second semi-final is on Thursday.

Sand did not say what issues were delaying the signing of a contract, but confirmed that negotiations were in a "final stage".

Calls for her to boycott were led by the Palestinian Campaign for the Academic and Cultural Boycott of Israel (PACBI) who released an open letter asking her to "not undermine" the Palestinian struggle for "freedom, justice and equality". The news comes despite the music legend's scheduled arrival in Tel Aviv on Wednesday morning aboard the private jet of Israeli-Canadian billionaire Sylvan Adams.

The BDS - modelled after the South African anti-apartheid movement - was formed in 2005 by more than 200 Palestinian civil society organisations, urging non-violent pressure on Israel until it complies with worldwide law.

"I'll never stop playing music to suit someone's political agenda nor will I stop speaking out against violations of human rights wherever in the world they may be", Madonna said in a statement to Reuters.
