While the government has said the move was not a direct retaliatory measure to anything done by South Korea, it was implemented after Seoul failed to meet the end of June deadline set by Tokyo to present a proposal for resolving the dispute involving South Korean judicial rulings ordering Japanese companies to pay compensation to wartime Korean workers.

The move sparked anger in Seoul, but also raised worldwide concern about the effect on the global tech supply chain and the possibility of price hikes for consumers.

South Korea has proposed an investigation by the United Nations or another global body as it continues to reject Japanese claims that Seoul violated sanctions against North Korea.

"We answered all their questions in a careful manner and explained that this is based on worldwide rules".

During a key World Trade Organization session in Geneva on Tuesday on Tuesday, Amb.

The statement said that two more F-35As were due to be delivered to South Korea from the U.S. in mid-July.

While the Japanese foreign ministry official said the export curbs were not meant as retaliation over the forced labor feud, Japanese Ministry of Economy, Trade and Industry Hiroshige Seko had referred to the dispute when announcing the curbs, saying that South Korea's lack of sufficient response to resolve it had seriously damaged trust between the two nations.

"Japan and South Korea are, of course, not only friends, they're allies. we're going to do everything we can to pursue ways to strengthen our relationships between and amongst all three countries, both publicly and behind the scenes", U.S. State Department Spokesperson Morgan Ortagus said at a press briefing.

Relations between the American allies have always been strained over issues related to Tokyo's brutal 1910-45 colonial rule over the Korean peninsula.

The dispute over wartime forced labour worsened past year after a South Korean court ordered Japanese firms to compensate former conscripted labourers.

An official from the North Korean Foreign Ministry said the purchase of the jets is a "direct challenge" to an inter-Korean military agreement signed in September 2018 and threatened to develop "special armaments to completely destroy" them.

"As the dispute deepens, it is increasingly hard for either Moon or Abe to yield", wrote Tobias Harris, an analyst at the Teneo consultancy group, in a note.

The South Korean government didn't immediately respond to the North's statement.

A Japanese official later explained that the bureaucrats had earlier met and exchanged greetings.
