The United States Trade Representative (USTR) said it has removed a number of items from the list of products that will be subject to a 10 per cent tariff as of September 1, while delayed the implementation of the tariff on others.

USTR is still moving forward with tariffs on September 1 on many products such as live animals, dairy products, skis, golf balls, contact lenses, motorcycle engines, lithium ion batteries, snowblowers and various types of steel.

The products include mobile phones, laptops, video game consoles, some toys, computer monitors, and certain footwear and clothing.

The administration also announced that certain products will be permanently removed from the tariff target list for reasons of health, safety and national security. It said talks with trade representative Robert Lighthizer and treasury secretary Steven Mnuchin would occur again in two weeks' time. The Philadelphia chip index rose 3.16%.

"Trade talks are continuing, and during the talks the US will start, on September 1st, putting a small additional tariff of 10% on the remaining 300 billion dollars of products coming from China into our country", he tweeted at the time.

"Its unlikely that there's going to be major deal but we might start to see some small concessions on both sides", Tom Plumb, chief investment officer of Plumb Funds, told Reuters.

At 10:17 a.m. ET, the Dow Jones Industrial Average was up 429.49 points, or 1.66 per cent, at 26,327.20, the S&P 500 was up 46.24 points, or 1.60 per cent, at 2,929.33. That's largely because huge technology companies like Apple, Amazon, Microsoft and Google stand to benefit from not having tariffs on imported technology products. The Nasdaq Composite was up 165.16 points, or 2.10 per cent, at 8,028.57.
