Cuccinelli made the comment a day after he announced the new plan to deny green cards to applicants who use public assistance, such as Medicaid and food stamps.

That's not a stretch from what a prominent member of DT's cabinet said on NPR Tuesday when asked about his boss' new policy change for immigrants that use public benefits. and how that reflects the Statue of Liberty plaque of taking in anyone and everyone.

The new regulation, known as a "public charge rule", was published in the Federal Register on Monday and will take effect on 15 October.

On Monday, the Trump administration released its update to rules on immigration applicants that aims to limit the number of impoverished immigrants allowed to legally enter and remain in the U.S. Acting Citizenship and Immigration Services Director Ken Cuccinelli explained, "This is really an example of President Trump enforcing long-standing law that required people coming to the country or that wanted to be here long term to be self-reliant".

The famous words on the pedestal of the State of Liberty, "Give me your exhausted, your poor, your huddled masses yearning to breathe free", were written by Emma Lazarus in 1883.

"It is a privilege to become an American, not a right, for anybody who is not already an American citizen", he said on the show.

NPR's Rachel Martin asked him if that new rule changes the idea of the American dream of being able to come to the country with nothing and still find success. "Send these, the homeless, tempest-tost to me, I lift my lamp beside the golden door!"

Later on Tuesday, Trump weighed in on Cuccinelli's additions to the poem. "Well, I'm certainly not prepared to take anything down off the Statue of Liberty", he told reporters.

The White House said in a statement on the same day that this provision would help ensure that immigrants were financially self-sufficient rather than relying on US public welfare to safeguard the interests of USA citizens. In August 2017, senior advisor Stephen Miller was asked about the poem after he promoted a skills-based immigration proposal that would evaluate prospective green card holders on their level of education, English-speaking ability and other factors.

"I don't want to get off into a whole thing about history here, but the Statue of Liberty is a symbol of liberty enlightening the world", Miller said. "The poem that you're referring to was added later (and) is not actually part of the original Statue of Liberty".
