The House Judiciary Committee vote over its new procedures comes as Corey Lewandowski, Trump's former campaign manager, is set to testify at a hearing next week.
A senior staffer with a House Judiciary committee member said Pelosi and Nadler had always been at odds over whether to move forward with the impeachment inquiry and that some within the caucus had grown frustrated with the speaker for not moving more swiftly.
Nadler said in a statement Monday that Trump went to great lengths to obstruct former special counsel Robert Mueller's investigation, which resulted in 37 criminal indictments and seven guilty pleas. The unprecedented corruption, coverup, and crimes by the President are under investigation by the Committee as we determine whether to recommend articles of impeachment or other Article 1 remedies.
"The adoption of these additional procedures is the next step in that process and will help ensure our impeachment hearings are informative to Congress and the public, while providing the president with the ability to respond to evidence presented against him", Nadler said this week. "We will not allow Trump's continued obstruction to stop us from delivering the truth to the American people".

But the approach has been criticized by Republicans for avoiding a precedent from the Nixon and Clinton eras, when formal impeachment inquiries were authorized by the full House.
The national organization Need To Impeach applauded the committee for its expansion of the inquiry, which "could bolster an already overwhelmingly strong case for impeachment". This time, Democrats have steered clear of a House vote that could prove risky for Democratic freshmen from swing districts where impeachment is unpopular with voters.
For much of the year, Nadler has focused on Mueller's findings, including evidence that Trump sought to impede the special counsel's probe.
Pelosi and Democrats see the case for impeachment expanding, working to pin constitutional violations on the president, according to a senior Democratic House leadership aide.
The move - which will culminate in a vote before the committee on Thursday - will allow staff to question witnesses for extended periods and let the panel accept evidence behind closed doors to further protect sources, among other changes.
"A D.C. federal judge on Wednesday shot down an attempt by House Judiciary Committee Democrats to link their subpoena for former White House counsel Don McGahn to a separate request for secret grand jury information from the Russian Federation investigation after the Justice Department accused them of trying to 'game the system, '" reports Fox News.
A Democratic aide said the new steps follow procedures used in previous impeachments.
