The warning is the latest evidence North Korea is returning to a more combative posture after walking away from the first substantive nuclear negotiations in months.

SEOUL, South Korea (AP) - North Korea threatened again Thursday to resume nuclear and long-range missile tests, accusing the US of having instigated some members of the U.N. Security Council to condemn its recent weapons tests.

"As the global community has acknowledged, the USA test of intercontinental ballistic missiles was clearly aimed at pressuring us", it continued, warning, notably, that the DPRK "can counteract it at the same level... but are refraining from doing so".

North Korea's short- and medium-range ballistic missiles represent one of the "ballistic missile threats of most concern" to the United States, along with those from Iran and China, a US congressional report has said.

On Thursday, North Korea said such test-firing was part of its right to self-defence, slamming European Union members of the UN Security Council for issuing a statement condemning the latest SLBM test.

Iran is suspected of continuing to cooperate with North Korea on missile development, a recent USA congressional report said after the communist nation carried out a surprise test of a submarine-launched ballistic missile.

While the United States says it brought "creative ideas" and "new initiatives" to the talks, the foreign ministry statement said Washington came with "an empty hand" and then "encouraged its satellites to release a statement critical of the DPRK".

However, North Korean officials have since threatened to resume the tests several times, amid the breakdown in talks.

Last week, it tested a device it said was a submarine-launched ballistic missile that marked a "new phase" in its capabilities, although the U.S. said it seemed to have been fired from a "sea-based platform".

During qualification for the 2010 World Cup, North Korea chose to host games against South Korea in Shanghai, refusing to hoist the South Korean flag and play the South Korean anthem on its soil.
