A Hard Rock Hotel under construction at the edge of New Orleans' historic French Quarter collapsed Saturday morning, leaving at least one person dead and three unaccounted for, authorities said.

"This remains a very fluid and very unsafe situation, and every few minutes something is falling off this building", said Louisiana Governor John Bel Edwards during the press conference.

"This remains a very fluid and risky situation and every few minutes something is falling", he said, warning people to stay away.

New Orleans Fire Department spokesperson Tim McConnell said the structure of the upper building remains very unstable. There are three people confirmed missing.

So far, Acadian Ambulance, who is providing aid to New Orleans EMS, has reported 13 patients transported for treatment and according to WWL-TV, it is believed there are still people trapped inside. Their conditions were not immediately known.

"It is unsupported and very risky", McConnell said.

A 270-foot crane involved in the project appeared to no longer be secured to the building and was also in danger of falling, meaning it could potentially bring down a cantilever weighing several tons, local officials said. Nearby buildings have been evacuated.
